Declares May 29th, 2021 as College Savings Day in the State of Illinois to help raise awareness about the escalating costs of higher education and the importance of saving for college with the help of 529 college savings plans.

Amends the Motor Vehicle Franchise Act. Provides that a manufacturer may not require a motor vehicle dealer to make available any secondary product or prohibit a motor vehicle dealer from offering a secondary product.

Designates February 2021 as Career and Technical Education Month to celebrate Career and Technical Education across the state of Illinois.

Amends the Illinois Controlled Substances Act. Provides that notwithstanding any other provision of a law, a prescription for a substance classified in Schedule II, III, IV, or V must be sent electronically.

Supports the full funding of Planned Parenthood.

Provides that companies that issue group policies of accident and health insurance must offer such policies to local chambers of commerce.

Provides that the Pollution Control Board shall adopt amendments to the rules adopted under specified provisions to require groundwater monitoring at all clean construction or demolition debris fill operations and all uncontaminated soil fill operations.

Provides that a hospital shall proactively offer information on charity care options available to uninsured patients, regardless of their immigration status or residency.

Requires a school district to provide informational material about the Achieving Better Life Experience (ABLE) account program to the parent or guardian.

Updates the ABLE account codes to match federal codes.

Amends various Acts to make changes concerning references to non-citizen individuals and non-domestic entities.

Allows a paraprofessional educator endorsement on an Educator License with stipulations to be issued on an applicant who is at least 18 years of age only until the individual reaches the age of 19 years and otherwise meets the criteria for a paraprofessional educator endorsement.

Provides that the purpose of the Senior Housing Residents’ Advisory Council is to create a space an opportunity for senior Illinoisans to connect with each other an meet with representatives from the Department on Aging and the Department of Public Health in order to share their ideas on how the State can improve the quality of life for its senior residents.
